The Texas Division of Emergency Management (TDEM) has named Stevee Franks as the new Section Chief for Recovery and Mitigation for Region 4. This region covers a wide area, including Austin, Brazoria, Chambers, Colorado, Fort Bend, Galveston, Harris, Liberty, Matagorda, Montgomery, Walker, Waller, and Wharton counties in Southeast Texas.
Franks Brings Experience and Leadership

Her leadership and expertise will be invaluable as we continue to strengthen our regional support capabilities across Southeast Texas.”
Franks has an extensive background in emergency management and public service. She has previously worked with several key organizations, including the Collin County Behavioral Health Authority, the University of Dallas, the City of McKinney Office of Emergency Management, Hagerty Consulting, the Harris County Office of Homeland Security and Emergency Management, and the Law Enforcement Management Institute of Texas at Sam Houston State University.
Educational Background
Franks holds a Bachelor of Science in criminal justice and a master’s degree in security studies, both from Sam Houston State University.
With her appointment, Franks will play a crucial role in enhancing emergency management and recovery efforts in Southeast Texas, ensuring that the region is better prepared for any challenges ahead.
