In a shocking incident in Miami Beach, Florida, a New York father was arrested after police found him and a woman allegedly smoking marijuana and drinking alcohol inside a car — while his 2-year-old son sat helplessly in the back seat.
Arrest Outside a Luxury Hotel
Phillip Fraisar, 36, from Hamlin, New York, and Kasey Buckmann, 27, from Rochester, were reportedly caught outside the upscale Clevelander Hotel in the popular Art Deco District on Sunday night.
According to police affidavits, the pair was parked outside the hotel’s valet area on 1020 Ocean Drive, smoking cannabis and drinking tequila with Fraisar’s young son in the back seat.
What Police Discovered
Officers responding to the scene were immediately overwhelmed by the strong smell of marijuana coming from the car. They described the interior of the vehicle as being “hot-boxed” — a slang term for filling a car with smoke by smoking continuously with the windows up.
Here’s what police say they found:
A large clear bag of marijuana under the driver’s seat
A pistol in the glove compartment
Fraisar’s 2-year-old son in the back seat
Open alcohol containers, including tequila
What’s more troubling is that Fraisar is a convicted felon, with a past charge for criminal possession of a weapon. Being near the firearm, which was within arm’s reach, now puts him at risk of serious additional charges.
Attempt to Flee and Arrest
As police approached, Fraisar allegedly got out of the vehicle and walked away, leaving Buckmann in the car with his child. However, he later returned and was taken into custody without further incident.
Charges Filed Against the Pair
Both Fraisar and Buckmann are now facing child abuse charges due to exposing the child to drugs, alcohol, and a dangerous situation. In addition:
Buckmann faces a charge of marijuana possession
Fraisar faces an additional charge of felon in possession of a firearm
Court records show both individuals have pleaded not guilty and are being represented by public defenders. They have requested jury trials and are currently being held at the Turner Guilford Knight Correctional Center, each on an $8,000 bond. No court dates have been set yet.
Child’s Safety Comes First
The most concerning part of this case is the involvement of a young child, who was exposed to marijuana smoke, alcohol, and possibly even a loaded weapon.
Police have not yet shared information about the child’s current custody status, but such cases usually involve Child Protective Services (CPS) stepping in to ensure the child’s safety and welfare.
This disturbing case highlights how poor decisions by adults can put innocent children in harm’s way. The fact that drugs, alcohol, and a weapon were all present in a closed vehicle with a toddler is both dangerous and heartbreaking.
