On August 23, Texas City ISD proudly announced the renaming of the District Alternative Education Program (DAEP) in memory of the late Hal Biery, Jr. The heartfelt tribute recognizes his decades of service and lasting impact on the district and community.

Honoring a Lifelong Public Servant

Hal Biery, Jr. wore many hats during his lifetime — a dedicated Board of Trustees member from 2008 to 2024, former Board President, police officer, veteran, and respected community leader. In every role, he was admired for his preparation, integrity, and strong advocacy for students and staff.

A Legacy of Compassion and High Standards

Mr. Biery had a special heart for students who needed extra guidance and support. He strongly valued the mission of the DAEP, believing in second chances and high expectations.
