A 31-year-old man, Carl Utley III, has been arrested after allegedly assaulting a 20-year-old autistic man while he was fishing along Galveston Island’s shoreline. The Galveston Police Department announced the arrest on Wednesday, with Utley facing charges of aggravated robbery in connection with the violent attack.
Prior Criminal History
Utley, a convicted violent felon, has a lengthy criminal record, including a prior conviction for the sexual assault of a child. He is currently awaiting sentencing for other charges, including aggravated robbery and felon in possession of a firearm in an unrelated case.
Details of the Attack
The assault took place around 10:30 a.m. on August 6. The victim was fishing when Utley approached him and, without provocation, began repeatedly striking him in the face and body. After the brutal attack, Utley stole the victim’s fishing gear and fled the scene, leaving the injured man behind.
The victim’s mother later found him and quickly took him to the hospital, where he began his recovery.

“This was a senseless and cowardly attack on a vulnerable young man in our community,” said Galveston Police Chief Doug Balli. “Kai endured unimaginable violence, and thanks to the hard work of our officers and federal partners, the person responsible has been apprehended. We are committed to seeing justice served.”
