In a recent vote on June 2, the Manvel City Council decided to leave the city’s utility fee structure unchanged. The decision ensures that the current rates and deposits for water and sewer services will remain in place.
Details of the Utility Fee Structure
The adoption of Resolution 2025-R-11 will keep water connection fees at $750 for single-family residential users. Additional costs may apply for required boring, according to city documents. The monthly water rates will also stay the same, with a base charge of $100 and an additional $10 for every 1,000 gallons of water used.
For sewer services, the rates will continue to vary based on property type. The minimum charge for the first 2,000 gallons will range from $32.59 to $45.63, depending on the classification. After that, customers will be charged $3.34 per 1,000 gallons of sewage, as outlined in the September 18, 2023 adoption of Ordinance 2023-O-34.
Additionally, fees for deposits, inspections, delinquency notices, and reconnections remain unchanged.

The council’s decision to maintain these rates is part of a broader effort to update and streamline the city’s development-related fees, while ensuring consistency for utility customers. The last update to the fee structure was made with the adoption of Ordinance 2023-O-34, and this resolution reaffirms those previous changes.
The City of Manvel’s utility fees will remain stable for now, providing predictability for residents and businesses who rely on these services. Officials believe this decision will help maintain consistency as they continue to refine the city’s development policies.
